Government Official as Proctor?

I read somewhere that it is possible to have a government official as the test proctor. I work at a government office that has federal government officials. How does the government official obtain test information to become a proctor so that I can take my CLEP/DSST? Can it be done online? How does this work? The nearest college is 45 minutes away.
