In my country, the UK, the closest thing we have to TESU is the Open University and they will only take credits up to 16 years old.

Many colleges and universities in the US have time limits on credits. This was a problem I often ran into and was a huge roadblock in completing my degree. It was frustrating because I had already paid and completed many courses and couldn't receive credit for them. I was often told I would need to repeat many of my courses which made no sense to me. Why pay twice? Why spend the amount of time twice? Why do the work twice? Online programs have finally changed much of that nonsense.

Some states have also enacted legislature about these problems because many adult learners have complained because it was ridiculous. State universities have become more transfer credit friendly. Some of the state universities wouldn't give university credit for community college courses in the same system. It was an absolute nightmare!

Also now if you can take ace credits it is not too costly to do repeats if you are really forced to.

Something like 60 ace credits, 40 credits at UMPI and then finish at Charter Oak that does sound too expensive, maybe replace 12 credits with tepecs

Why not just finish at UMPI? At UMPI you can transfer in 90 ACE credits. 

You can't take 40 credits at UMPI as courses are 3 credits each. That tuition for UMPI is incorrect. I don't think it was ever $1300. It was $1400 when I attended in 2020. It's extremely rare for someone to be able to complete 3-14 courses at UMPI in 8 weeks.

Upmi is a dodgy sounding name whereas Charter Oak sounds noble.
Sorry might be $500 short on the price but you get the idea you could finish Charter Oak a lot cheaper if you went somewhere else first

You’re focused on someone starting from scratch. The typical use case for Charter Oak today is someone who’s not starting from scratch. They’ve completed two or three years of college but can’t or can’t practically complete their bachelor’s from their previous school. Their remaining one or two academic years do not have to all be in Charter Oak courses.

But you could swap out ace with existing RA credits. I think the point is go somewhere else a lot cheaper first then transfer and you can still end up with a Charter Oak degree

University of Maine at Presque Isle sounds exactly like a campus for the University of Maine's school system. I am an IT Hiring Manager and seeing "University of Maine" would be enough for me to take it seriously. The fact that COSC is a "College" and not a "University" would rank it lower in my opinion and by most employers.

No it wouldn't. You're opinion maybe (which is a bad one to have) but to speak that way of other employers is just wrong. Some of the top learning institutions in the us are strictly colleges. Places like Bates, Kenyon, The Claremont colleges in california, Amherst just to name a few. Very respected institutions that have turned out some of the best graduates in our country's history.
