Does anyone know how long does it takes TESC to confer your degree? I already apply for the December graduation and TESC deadline is October 1.
I have 2 issues:
1) I need to submit my confer graduation status to my new employer by September 30 and does TESC make exceptions?
2) To receive my CPA license, my degree needs to be conferred with my transcript by September 28 for the board of directors meet and license approval. Can TESC sent this electronically to my state board?
Is there someone I can speak to at TESC about this situation?

I'll give you my dates so you have something to look at. I applied for the September graduation last spring. The deadline for application was July 1st. I received a letter saying my degree was certified on July 21st and would be conferred Sept 11th. I received the email saying my degree was conferred on exactly Sept 11th.
I have no idea if this can be accelerated, when I applied for graduation it said it was done in the order in which the applications are received. Good luck.

Maybe TESC can provide you with a letter indicating that all requirements for graduation have been met. Would that help? While I didn't ask for them, TESC sent me two "To whom it may concern" letters during the summer - my degree was conferred on September 11 - saying that I had met all of the requirements to graduate.
If it would help, maybe you can ask for TESC to expedite those letters.

You can talk to TESC and probably work something out regarding your employer. For the CPA, the degree needs to actually have been conferred, which it will not be until December. You can request a transcript to be sent out to your state accountancy board on the day of conferral, but both CPA licensure (which I'm going through in MA) and degree conferral are both pretty formal processes and I doubt there's much you can do to speed things up in that regard.
In my experience, the people responsible for degree conferral at TESC were very understanding, but there's only so much they can do.

For your employer - Yes, as already mentioned your file audit and certificaton can be expedited. Contact the graduation specialist. The turnaround is usually 2-3 days max.
So far as the actual conferral date, unfortunately you just missed September. If you would have met all requirements approx 2 weeks or so prior to the September conferral date, you could have possibly been approved for graduation in September. I've walked folks through the process but it is too late for that now.
Is the CPA licensing procedure annual?

1) I contacted my HR at work, and I was told a letter from TESC will suffice, however the letter must be sent directly from TESC to their HR department.
2) My state board do require a letter and transcript sent directly from TESC but it must state in the letter what type of degree it is (e.g. BSBA) with the date TESC will actually confer my degree
Also on Monday, I will contact TESC and see how I can go about having the letter sent directly to my state board.
@bricabrac - CPA licenses are issue throughout the year, and I need to provide my CPA license # within 60 days to my new employer, a condition stated with this new company
@LateBloomer - did your letter "To Whom it May Concern" certify the type of degree (e.g. BSBA) that would be conferred at your graduation in September?

You should be fine then. Below is the exact wording from my letter, hopefully it will ease your worry.
This is to certify that (name) has completed all of the degree requirements for the Bachelor of Science in Business Administration degree with an area of study in General Management. This degree was certified on (date) and is scheduled to be conferred upon (name) by the Board of Trustees of Thomas A. Edison State College on (date).
