The answer to your question is: DOD Libraries To register you must have active/retired military in your immediate family. Depending on what test you plan on taking you may find better resources through Instacert, Free-Clep-Prep.com (they have DSST too), or just by looking at the info sheet from DSST (see getcollegecredit.com). Good Luck...
My completed "non-traditional" credits include 27 credits from CLEP, 30 credits from DSST, 6 credits from ALEKS, 19 credits from FEMA courses including PDS, 3 credits from NFA courses, 10 credits from ACE Workplace Training, 3 credits from a TESC TECEP exam, and 3 credits from a TESC PLA course.

Petersons tests were never free. Somebody was always paying for them.
If you aren't in the military or you don't live in Indiana, then you'll probably have to pay for them. Check and see if your city or county library offers access to Petersons. Here is the site where you can purchase access to Petersons practice tests: CLEP Practice Tests

Reminder for those who are checking out their local or county library systems. Do not look for "Petersons" practice tests. You are looking to see if the library has a subscription to a database -- Gale Center's Teaching & Education Reference Center. This database includes many different "tools" and the CLEP practice exams are under the College Tools heading (along with a few DSST practice tests). If you live in the LA/Orange County area of California, Newport Beach public library has a subscription to this database. Just get a library card (in person or a 30-day online pass) and you should be set to go...
