Which college has an IT degree that can be done mostly through Sophia.org/Study.com? I don't like taking certification tests. Self-paced is also preferred.

Your best bet is a BSBA in CIS or BA in CS at TESU. I Don't think IT is possible with alternative credits. For specifically IT maybe Purdue Global or WGU.

WGU has you take certification exams on the way to an IT degree, so that's out.
You can't do TESU's IT degree with alternate credits. BSBA CIS or BA CS would work, though. You can see degree plans for both here:

Purdue Global would probably be the best bet. You said you don't like taking certification tests, but apparently the W3Schools PHP exam is open book and allows you to choose pretty much anyone to say that you passed the exam. That one is worth 4 UL classes and 3 LL ones, so it's probably worth at least trying.

Otherwise, you could fill out your gen eds (mostly) with Sophia, then finish the remaining 25% with PUG courses.

Hey, I see you're a somewhat "seasoned" board member, did you do some research on your degree/school of choice yet?
Are you a perfectionist on assignments and exams, is that the reason you're not wanting to go with the tests?
To help you better, I would suggest providing the following info:
1) What ACE/NCCRS or college credits (if any) do you have already? Do you have an associates, diploma, certificate?
2) Do you have lots of experience in IT, do you have any certifications in Business or IT? What do you do for a living?
3) Could you list all your completed alternative ACE/NCCRS and CLEP/AP/IB, community college credits?

you have to take proctored exams with study.com
so what's the difference with that and certification tests

Purdue University Global has an IT program. The degree plan requires only 1 certification which can be done in a few weeks.

WGU's program requires 9 certifications. It may take multiple terms to do all those certifications.
TESU has a Computer Science degree
WGU also has a Software Development degree and Computer Science degree.
