Is it grade inflation or is it that these schools only accepted high school graduations who were A students for the most part and they kept studying while in college?

Both?
There is no standard on how to grade, that makes difficult any comparison.

More or less, every type of "comparison or ranking" will have similar methodologies, that's why I review not just one site for their articles on the schools, I review several to make sure the comparison is more on "equal" grounds. Discrepancies are always going to exist, you'll have to make sure to keep that in mind... Many programs at the "department or schools" have different GPA for entry and continual acceptance in the program, the GPA's listed most likely are a general GPA for the entire student population.
