That's what I believe as well, Saylor Academy is going to continue providing free classes no matter what happens now or in the near future, it's their Proctor partner SmarterProctoring that's charging $5 instead of the $25 from ProctorU.

Saylor hasn't added any fees, they're like UoPeople, tuition free, you're just paying for the assessment fee, for Saylor.org, it's just the proctor fee of $5/each class.
University of the People gained accreditation after only 2 years of candidate status. Although, it could take longer for Saylor Academy. Their biggest priority is to have a graduating class for each of their degrees since it's a requirement to achieve accreditation for those degrees.
I don't know how an accreditor determines a graduating class if the university offer self-paced degrees. However, I believe it could take a year or two for them to meet that requirement.
They stated that their MBA degree must be completed in 5 years, and their other degrees must be completed in 4 years.
Theoretically, if you started their master's degree program around this same time next year, you can start completing the courses except the last one. If you use their maximum completion time to your advantage, you can graduate with an accredited degree when Saylor receives their accreditation within the next 3 to 4 years.
