So, since it says "enrolled in" does that mean if I have already started the course before 1/28 I can still take it as open book? Or does that mean you would have had to take the final by 1/28?

Best to contact SL to make sure, but I'd say that the wording indicated anyone enrolled before the date may take the open book exam. I think they'd have quite a fight on their hands if they changed grading criteria and assignment structure in a course while you were taking it. I've had B&M professors change assignments / grade values, and such, but I don't think SL would have as easy a time with that.

Agree with adavis84. If you enrolled before then and their website stated open book, I would not accept it any other way. You could verify it with them beforehand to make sure. If ProctorU tries to tell you it is closed book, let them know you enrolled before 1/28 so your test is open book. Again, they can verify with SL.
