I was just reading about getting a second bachelors degree from TESC. If I'm doing the per-credit tuition plan do I need to do all 24 of the credits for the 2nd degree at TESC? Or do the classes for the 1st bachelors meet that residency requirement?

I believe so. I know For a second bachelors degree you need 24 new credits in the area of study. So that would satisfy the residency requirement for the per-credit tuition. Also, you must complete another capstone course if you degree requires it. Regardless if you completed a prior capstone. Thankfully for the BSBA the capstone is strategic management and can be taken as a TECEP or at Penn Foster.

Your previous credits still count, you just need 24 new credits, but not necessarily all at TESC (well, TESU now).

Your are right. As long as you completed 24 credits with TESU in the past then you'll be fine. The only thing is that you have to be enrolled to have a academic evaluation done and to graduate. So you need to enroll by taking one TECEP, which is your cheapest option and complete your requirements within a year from the enrollment and you'll be good to go. If not just take another TECEP and reset the clock and lock in your degree catalog.

Your residency only needs to be met once; the first degree will do it for you.
The main thing I think you need to remember for the 2nd degree is that only classes you take after CONFERRAL (not just when you get your credits done, but actual conferral of the degree) count towards your next degree. So anything you get in between the time you finish your first degree and the conferral of that degree will not count. You could actually start classes before conferral and not finish until afterwards, but don't finish them beforehand.
