Does anyone know if I can take a level 300 or 400 course before I take any of the lower level classes? Reason being I would like to test out of all the lower level stuff & only take the few higher level classes I need.

You should be able to register for the course. The course description will usually tell you what the recommended prereqs are and will say it is the students responsibility to ensure they meet those prereqs.
