ACE option using CSM Learn would probably be a better mix of the three... it'll be cheaper, easier, and faster, plus no proctoring than Coopersmith which uses NCCRS, with ACE you can have Credly store your credits, with NCCRS, it 'stays' with the provider, so if they go down, your record of credits go with it...
