Sounds like a great tool. I say this as someone who transferred from a state community college to a state university where I was guaranteed admission because I graduated from a state community college, but wasn't guaranteed acceptance into the program of my choice nor was I guaranteed to be accepted as a junior. I was accepted as a first semester sophomore......so basically 1 lost 1 year of credit....I took 18-19 credits each semester so that was a lot to lose. Something really does need to change with transferring.
