Talk to your recruiter about which credits count. You may be able to use Clep, DSST, or Straighterline. If not, you could always knock out a few courses at the local community college. Just be sure to dicuss it with the recruiter before spending time on something. If the recruiter can't answer your question, ask him to call the MEPS.

I'm not sure what OP is trying to say but I used FEMA credits, credit banked at TESC to join the Army as an E-3/PFC.
When I was at MEPS I had a sit down with an education counselor who went over my transcript with no problems. I did the same thing when I got to BCT and the education adviser pulled out a book of RA schools checked TESC was in there and said okay you're good2go.
Need more clear precise details here OP...When you say "Tier 3" school do you mean you do not have a hs diploma or GED? If you have neither and only 15 college(FEMA) credits, that may not be good enough anymore to gain entry to the military.

Is it possible that the DoD is aware that TESC aren't currently taking FEMA's for credit at the moment.
Don't forget that gaining college credit by taking exams is one of the reason's we're here. That's mainly possible through the flashcards made available by the owner of this forum :

I know someone who was trying to get into the military, and he claims that he was told that his high school diploma from Penn Foster was not acceptable. He ended up taking courses at a local CC. Another problem is that he did poorly on the ASVAB.
