I had my transcript course by course from Canada evaluated at Joseph Sinly and Associates as WGU recommended them as do a lot of great schools. EC and COSA will accept them but TESU will not. I need to use WES or ECE I don't know if it will be worth it but I am not happy with the way my CEGEP credits were counted. Which is better for Canada and Quebec? ECE or WES?

I did it with spantran, took about a month.
Cegep does not count as an university, you will get some credits based on the cegep diploma. In the end whatever the number of credits you did, you most probably will get 30 credits with the last courses you did counting in.
