The PhD in Organizational Leadership looks great. They also have a PhD in Ethical Leadership which looks to have some interesting classes. I love courses on ethics.

Any free or paid doctoral programs? There's no motion of those programs on this forum or the sister board, but I know of at least 4 University that pay stipend for doctoral student

Most on-campus PhD programs in the US pay stipends. We don’t talk much about them because they’re on-campus. The stipends typically come with work attached: You’re not just being paid to be a student, you’re being paid to be a teaching assistant and/or research assistant. The time and location commitments will preclude you from most other full-time jobs. Though you may have to take part-time work in a restaurant, etc. like many PhD students.

Paid doctoral programs come with numerous strings attached including research and/or teaching. Typically, you also must relocate. Most of us cannot do that as we have careers, families, homes, etc. 

Free doctoral program? Not unless you get a stipend and tuition paid. Many students have seen their funding be eliminated for the upcoming academic year. It's a hot mess.
