correct. The Anabin round-dance is exxagerated. Entry does not mean recognition, unless H+. They also list unrecognized institutions (just look at the long list of H- Swiss institutions). Not being included does not mean unrecognized. The KMK will then do an individual assessment of a graduate's degree.
Well I agree that Anabin does not have any legal binding for other countrys than Germany - but you might know, that German administration works very accurate, so they will not give H+ or recognition of a degree lightly. If it is on Anabin you can rest ashured, that someone took a deepdive into that institution. And I know of no other national organization that does have such a huge list of checked schools. So Anabin might always give you a good clue, if a school is worth your money.
Still: Nobody forbids you to go to a school, that is not listed on Anabin...
yes. but again - an institution not being listed on Anabin with H+ does not yet mean that its degree is not recognized in Germany.
I agree - if the School is considered H- you're screwed
