Don't those evaluation agency in the wiki require him to submit a bachelor degree + transcript with his eneb master just to get his eneb master evaluate ? IEE asked me for a bachelor degree to evaluate my ENEB master degree

Each evaluation agency is going to do things differently, some people in the EU/UK don't have a prior Bachelor and can get into a Masters degree program, it's 'recommended' or 'asked' for by the Foreign Evaluation Credential agency, but if you can't or don't have access to that, you can't provide them anything. If you don't have a Bachelors, I would be honest and indicate you don't have a Bachelors for evaluation and am looking for that evaluation to decide what your next course of action would be...
