There's a page that says ACTIVE, which lists a ton of courses, none of which expire until Sep 2022.

Does this mean you have to be in the Army or work in the IRS or do they have testing sites in their offices?

I think that you need to be in the army or work for the IRS. That seems pretty strange to me!

They have a different way of signing up for skillsoft.

Some state unemployment agencies (e.g. Texas Workforce Commission) formed partnerships with SkillSoft to offer free courses to unemployed residents. Consequently, some of those courses would also be recognized as ACE credits. I know about Texas specifically because I was a Texas resident. In that state, you had to be unemployed to qualify.
