I think that you need to be in the army or work for the IRS. That seems pretty strange to me!

Some state unemployment agencies (e.g. Texas Workforce Commission) formed partnerships with SkillSoft to offer free courses to unemployed residents. Consequently, some of those courses would also be recognized as ACE credits. I know about Texas specifically because I was a Texas resident. In that state, you had to be unemployed to qualify.
