Outlier.org, and you're probably thinking of their partnership with Golden Gate University. Unfortunately, Outlier.org was sold and the new owner no longer sells courses to individual students, only institutional sales to partner high schools offering dual enrollment programs (not even to individual homeschoolers, it seems). The same could be said for the continent of Africa. No, I think the reasons are a combination of Indian culture that cherishes education and the huge number of Indians who speak English. Coursera, Edx, FutureLearn (Australia/UK), Udacity, etc, all have a target market they want to partner with. Upgrad and their Desi (South Asian) counterparts also operate in Pakistan, etc, in addition to India.
