I was hoping to create a comprehensive list of websites where users can take 3rd party college classes or register for college degrees with large discounts. My knowledge is limited. Please share what you know,  including any discount or promo codes or techniques to save money/time.  Together, we can create a useful resource.

There was a website that offered a limited number of online courses that were transcripted by the University of Pittsburgh. They offered a discount on degrees at a few colleges including Grand Canyon University. I don't recall the name.   Corrected below. Thank you, Mr. Whatley.

Outlier.org, and you're probably thinking of their partnership with Golden Gate University.

Unfortunately, Outlier.org was sold and the new owner no longer sells courses to individual students, only institutional sales to partner high schools offering dual enrollment programs (not even to individual homeschoolers, it seems).

Accreditation and government recognition of international universities vary significantly from country to country. These websites are essentially marketing agents for their respective colleges. I would not rely on the recommendations of the sites above as assurance that the colleges will meet your specific needs. Please perform your due diligence on your prospective university before you matriculate.

I couldn't help but notice India is a prolific source of online educational platforms.

Given that a fifth of all human beings live there, that's not surprising.

China has approximately the same population as India, but not one Chinese site. The same could be said for the continent of Africa. No, I think the reasons are a combination of Indian culture that cherishes education and the huge number of Indians who speak English.

Various variables at play, English as a medium is one factor, the target market or niche is another, these partnerships were created to fill that void. Coursera, Edx, FutureLearn (Australia/UK), Udacity, etc, all have a target market they want to partner with. Upgrad and their Desi (South Asian) counterparts also operate in Pakistan, etc, in addition to India. Anyways, it's a good idea that India, Pakistan, and so on are on board with these type of partnerships, one thing they may be focusing on is to combat illegitimate institutions, as these two nations are the top 1 & 2 in diploma mills, unaccredited private institutions, etc.

Comments: Thanks for the suggestion BJ. Better accredited universities than the other international sites at a higher cost.
