Send it to both, it's just good comparison shopping. I suspect the offers will be competative, but the devil is in the details.
I chose COSC because they will work with anyone to let you access your aid. So you can take classes at your local CC or at a school like Colorado State Pueblo. In other words they were happy to act as a sort of clearing house so that i could use the funds elswehere.
