You were wondering why DSST says 3 weeks. I believe the timeframe given by the various testing agencies is the longest time it might take. This also accounts for those candidates who might take the paper/pencil version of the exams as there is still the time it takes for the testing agency to receive/process/score the scantron.
I do want to mention that DSST does offer an overnight service to candidates. You would need to contact DSST by phone after testing. Official score reports are printed a couple of times each week and you want to make sure they have your request on file so that they can pull the official copy before it automatically goes in first class mail. I cannot recall offhand how much they charge for this service, but the phone rep would be able to tell you and take down your credit card info while on the phone.
