I have not heard of any official score reports taking 3 weeks to be received at a university -- unless the university is overseas or the exam results are for College Composition. CLEP has stated that they print the official results every night, but it does take a couple of days for human hands to get those transcripts processed into first class mail. At that point, it is up to our great postal system. That plus the distance your university is located from NJ (CLEP headquarters)!
As a proctor, I have asked CLEP if they offer an overnight service to their candidates (as DSST does), but they have said this is not offered (several times, in fact).
