I finally got ahold of TESC about my FEMA credits. They said that leaving IS-00015.A off the transcript was an error, which they would fix, but IS-00394.A still had not been reviewed by ACE or TESC for credit. IS-00394(no A) is still acceptable for credit, although I didn't find it on FEMA's website, so it could be an older course that isn't available anymore.
Mapalo: the transfer took about three weeks, and it took another week for them to send Excelsior College their transcript. Excelsior can take 6-8 weeks to do a credit review according to their website. Also, if you do a search on the word "bank" at TESC's website it should take you to the forms you will need for credit banking.
