Once he gets the BA from anywhere, it's effectively over. This type of petition is almost always denied, given the lack of funding for higher education in California. A report came out yesterday saying that out-of-state applicants have less stringent admission standards due to higher tuition paid by OOS. Public universities in CA need money.
Go look at SFSU, SJSU, UC Berkeley, UCLA yourself. I'm not providing links for those. You can get those yourself. They hate 2nd bachelor's all over California. There are oddball exceptions (eg. nursing as career changer), but taxpayers don't want to fund 2nd bachelors.

In that case, the options are less. Still, in your shoes, I'd be doing something.... you could do a full bachelors at one of the big 3 minus a single class, finish your UCB, submit for graduation, and then finish the second BA/BS immediately (simultaneously?). It's a lot to think about. Mainly, I hope you can just make all of this work without losing too much money, credit, or time.
