I shot the advisor a follow-up email, hopefully clarifying based upon your explanation here (which, btw, is much appreciated!).
I heard back from our local CC advising (who checked with Registrar). Because TESU is RA and also offers the TECEPs as courses, they will accept them as transfer credit.
