If the local community college isn't as effective or willing to help, you may want to look at other community colleges in the area as long as it's still in state.
Tuition at those community colleges should be cheaper than taking them from out of state in other areas of the nation. Most have online courses by now.

Yes, good point, and this is in the back of our mind. The concern at this point is how late in the process we are already (scheduled to graduate at the end of summer). This need for an alternative course was sudden and quite unexpected, so that's why we're scrambling at this point.

I received an email from the advisor this morning stating that the VP will make a determination today or tomorrow as to whether we can use SL, so that's hopefully good.
