I absolutely believe people can change, and Byrd showed it in his actions.
Donald Trump failed to immediately disavow David Duke's support, and David Duke is still active in the white supremacist movement. Trump claimed to not know anything about him, but there is a record of Trump speaking out against him in the past. Trump is pandering to the white separatists and doesn't want to lose his Super PAC run by white supremacist groups.
