I disagree with the notion that the $2k residency fee slows you down. You don't have to pay the $2k until you graduate. Until then, you can take the courses/exams at whatever speed you and your budget can handle.
After you complete all the credits, save up for the waiver and graduation fees and pass one TECEP a year until you can get the $2k. Since you completed all of your courses, you have time to go get a job to earn the $2k.
