If you're poor, lack of money is going to slow you throughout the process, not just the at the end. If you're poor enough, you may not even be able to take another SL course, CLEP, DSST, or TECEP. Or you can't pay the upfront $2.9k all-you-can-eat tuition at WGU. And WGU is a continuous enrollment institution. Or you may not be able to afford the TESU $75 app fee and the transcript costs.
I'm sorry if you are in an undesirable situation with your budget or have caregiving duties, but not all of us are. Don't lump all of us in as poor. Some of us can pay $2k-$5k in one shot thanks to our jobs or tuition reimbursement. The residency waiver fee won't slow you down at all if you have the money.
