I would say it depends what you plan to do with your degree. Penn State is considered to be in the class of Ivy League schools. If you plan to work for a company that is concerned about the name of the school you graduated from, you might want to go to Penn State.
If your employer is only concerned that you have graduated and doesn't care about the name of the school, then perhaps CCU will get you a degree that is accredited, can be completed relatively quickly and within your budget.
