My daughter is also doing Charter Oak, and suffers from serious testing anxiety, so I can definitely see what you're looking for.
The things that helped her the most get some confidence was starting out with the free and low cost courses which had NO proctored or timed exam and allowed her to feel like there was no stress. TEEX was the first thing she tackled and it really helped. ALEKS was the next thing and worked out the same way. FEMAs also. Things where she was building confidence in testing without being observed. Shmoop was also good'ish, because she could hide the timer but the fact that the test was timed caused some initial anxiety which she eventually got used to. Then Study.com was next, because it was proctored but at least she could do it at home and she had major test anxiety on the first proctored exam, but it was gone after another test or two (and she only worked on 1 class at a time, finishing 2 a month). She's almost halfway into her degree and just now entertaining the possibility that maybe, somewhere down the road, she might consider going to a testing center. So... ease them into it would be my suggestion. Start off with tests which can be retaken until passed or cost nothing to start so there is no loss fear.
