Saylor doesn't charge anything. I'm not certain but it's very likely they allow it for all their courses. It wouldn't make sense to only allow it for some.
But if you avoid the ProctorU fees, usually your other proctor or location charges fees. I'm not sure how someone would find a proctor cheaper than $25 per exam.
