I said "in general."  I am not talking about a Major. I could care less about CS or IT.  I am talking the University.  Harvard is known everywhere.  My boss would go who is GT?   Harvard just raised $9.62 Billion in five years.  Most university brands can’t.  They are a brand.  Even non-degree Harvard types (Harvard EE 8-week Programs types) have donated so much money they name a building after them.  Why would they donate so much money?

I would take a Harvard Extension Degree over tons of big State University degrees myself.  Heck, I have done excellent with a Big three degree that most Americans have never heard of.

It depends on the field. I'd definitely choose Georgia Tech over Harvard Extension for anything related to IT or CS. It's cheaper, and you're learning at one of the best CS schools in the country.

In general, I would rather have a Harvard's University Extension School degree than a Georgia Tech degree.  GT is not that well known.  Harvard is a World brand, and GT is not at that level nor will be in my lifetime.  For the great number of us, the Brand name and even college Major have little meaning in our careers. The level of degree does.  That was the case in my Army career and my second Federal career. 
 
When I just asked to have five weeks off to attend Harvard University EE programs next year (true story) my bosses were very supportive.  If I had asked them the same about GT, my same bosses would have said why?

Georgia Tech is very well-known in the U.S. for STEM. It's common knowledge among people  in tech that Harvard is not a top 10 school for engineering or CS.

Most people are not in the military, and most people in the workforce are going to be Milennials and Gen Z. A master's in general studies is not going to get you the same opportunities in tech as a bachelor's in CS. Not even in the federal government will an unrelated master's get you a GS-9 job in IT. If you don't have the degree, then you're going to need many years of experience. An unrelated master's would be worthless at that point.

If brand name is not important, then why would you spend 2.5 to 3 times the tuition for an unranked program that doesn't even have the best professors in your field?

You are only talking one narrow degree major. The Federal workforce is huge. Heck, I know GS-15’s with only high school diplomas. IT is a tiny group.
