This has been their policy for a long time. As far as I know, SL never offers refunds. I have an extra course I paid for that will sit on there for a long time since I don't need it now and I cannot get it refunded. If you want a refund you'll probably have to ask your credit card company to not honor the charge. But that may open up other issues with SL, so I don't know if it is worthwhile unless you REALLY need that $99 back.
I know this doesn't help you now, but you're not alone in stuff like this happening. Many of us have gotten into the habit of canceling our SL membership right after we renew it. Accounts don't expire until the end of the payment period and that way you don't have to worry about accidental auto-renewal. Plus you can choose to leverage a subscription discount when you renew, if there is an active code you haven't used yet,
