Even paying $1000 out of pocket is better then the $2000 plus waiver and I believe that I establish residency in case I wan to continue studying at TESU.

Cheapest plan will depend on how many credits you need to take. As you mentioned in your post, it may also depend on whether work would pay for the residency waiver or not.
