Occasionally schools will have both while they transition from NA to RA, but when NA expires they don't go for renewal, they just keep up on RA. WGU, APUS, CalSouthern all let their NA expire in this fashion, and I don't know why they wouldn't.
Actually CalSouthern and WGU didn't even wait for their DEAC accreditation to lapse, they voluntarily withdrew, haha. They wanted to drop that NA scarlet letter
