Yes, but it is going to be harder to meet the requirements now. They still take up to 114 transfer credits towards their degrees, but you need to have at least 24 semester-hours worth of incoming transfer credits built up already. Those can be foreign credits that have been evaluated and approved by COSC or credits earned from another RA college. If you don't have those, then COSC is probably not a good choice.
This change means COSC is much less desirable for most people on this forum for sure. Personally, I don't consider them part of the "Big 3" any longer. I think of it as the "Big 2.5", with COSC only being in there as a 0.5 because they still accept up to 114 credits--but only for people who've already earned close to a year of credit elsewhere.
Luckily, you can still transfer in 113 ACE credits towards a degree at EC and transfer up to 114 credits towards a degree at TESU. Neither of those schools require RA transfer credits, so they are both good options for anyone starting from scratch (or with few transfer credits) whether they are international students or not.
