I wouldn't touch this degree with a 10-meter cattle prod. But, I would only consider a foreign degree I was 100% confident that it will be accepted as a valid credential in the US with no concern about the transferability of credits.
There are way too many red flags for this degree. Sure, it is cheap, but it is also only usable in limited circumstances.
