Someone on this forum has a UK masters without a bachelors so it's uncommon but not unheard of to get a higher degree without a lower one when certain circumstances apply.
It's possible to do in the US too, particularly at certain seminaries. I was enrolled in, and had almost completed my regionally accredited MA in Religion before I began my undergraduate work. Through the joys of TESU and SL/SDC I was able to have my BALS conferred first, but only because they had a September graduation and my MA institution had a December one, despite the MA being done for months before.
