My JST credits are missing also but I can always go thru the hassle of getting them to send a transcript for $20 again. The one Google search that found something for JST and CREDLY together was for a site from China and my blocker stopped me with a trojan found message (why are they interested?). No idea if the military is going to get around to this soon.
I cannot find an email address to send CLEP transcript to and they do not seem to have a CREDLY button yet.

You should be able to request your JST for free, making it a non issue IMO.
I did not find a CREDLY button on JST to send transcript that would help cost aside. Or if CREDLY has an email we can send transcripts to that is a major hangup. I cannot find JST or CLEP in their list to add then CLEP will use a physical address to send to. Do they want JST to send a paper transcript? I had to do that when I originally added credits to ACE. I can't use the DC address for ACE now.
Major point is sending CLEP etc not cost. Credly is now taking responsibility to certify that military training and CLEP and DSST are college credit worthy. Of course I can send a CLEP transcript to a college but where can they see it is still ACE certified? They have to get badges on CREDLY and Collegeboard cannot certify itself as being equal to a college level course recommended for UL or LL credit.
