Major point is sending CLEP etc not cost. Credly is now taking responsibility to certify that military training and CLEP and DSST are college credit worthy. Of course I can send a CLEP transcript to a college but where can they see it is still ACE certified? They have to get badges on CREDLY and Collegeboard cannot certify itself as being equal to a college level course recommended for UL or LL credit.
Credly does not certify that anything is college credit - ACE is still the company that evaluates credit and determines if it's college-credit worthy or not; and then schools can choose to do with that what they will. Also, schools can just go to the ACE National Guide to see what ACE says about a course/exam.
The main reason that CLEP & DSST aren't needed on an ACE transcript is that they've been around so long, they don't need to show that they're ACE-recommended; they are known quantities. Many schools will take CLEP or DSST but not other ACE credit, and if they do, they've already decided how to award credit for those exams. BTW, this is also why AP Exams also don't need to be put on an ACE transcript - they originally started as ACE-recommended for credit, but have become their own thing. At this point, many of the exams aren't even ACE-recommended for credit, and yet most schools will happily give credit for AP, have policies, have written articulation agreements, etc. Just as an example, The A English: Language & Composition exam stopped being ACE-recommended for credit; and yet schools still take this, as it's THE most popular exam, with something like 800k students taking it each year. Students take 5 million AP exams each year, and most have never even heard of ACE.
Last, I've seen JST exams - and they specifically say on them what's ACE-recommended, and how many credits each "course" is worth, and whether it's UL or LL. So again, you don't need an ACE (or Credly) transcript to do this; and they're free to send.
