You can suffice their RA credit requirement by taking self-paced courses on BYU, University of Idaho, Tel Learning.
CUNY has a limit of 45 credits transferring in as non-collegiate credit which includes Sophia and Study.com.

Community college is typically RA credit. They are not ACE credits. So no they won't count in the 90 ACE credits limit.

Yes, those are RA credit from a university or college so they are excluded from the 90 credit limit.
