Unless I’m mistaken or misunderstanding why do you have to have 28 credits done by March. ?  It’s 90 credits max from non collegiate sources toward a degree. Not 90 credits by March or you lose out.

yep. the March 1 thing is for the case of someone who is enrolled and wanted to go over 90 non collegiate credits under the soon to be old policy.  like it is assuming some credits are in progress and being finished -- grace period to get it done.
