Do you mean simultaneously? e.g. BALS + ASBA + ASNSM CS or some similar combination in the same graduation cycle? Yes, you can do that. As long as the simultaneous second Associates has 12 different credits from the first.

Do the '12 different credits' have to be in the Area of Study? or is it okay that some of the differing credits are coming from the General Ed section?

You're overthinking this a little too much, but the short answer is 'Yes'. Having said that, you don't need to worry about the General Education section at all, the reason is because the difference in the second degree is already made up with the Area of Study requirements, there is no need to spend extra time doing more general education courses when your focus would be obtaining the Bachelors.
