This is not true according to their fee page. A waiver for an associate's covers the waiver for the first bachelors. The only waiver he would be responsible for would be the difference (if it goes up from $3192).
Of course I would print a PDF of that page and put a ticket into the registrar to verify if I was going to go that route...
