When is a good time to register?

Honestly, at what point do you feel like you can commit the most time to finishing this as quickly as possible, but, also to learn and polish off your weak areas in the degree? You will most likely need two terms, so starting at any term, and spending 4 months to finish off your degree would work if you do second haf or first half of wheatever term.
