Hmmmm, that's interesting because the ACE route and getting a HS transcript parts are literally the same things I mentioned, just with different programs that honestly have better reach than Sophia and Penn Foster (not that I have any issues with either, just being factual about the comparison)...
There are some concerns to consider with BJ's advice (not that it's bad because it's not) with how it relates to your originally stated intent. The first thing is about the degrees from PFC: keep in mind that transfers need to match subjects and courses, schools can be and routinely are negatively creative with this aspect, so it's no guarantee that 75% scenario for the Associate degree and the other scenario for the Bachelor's outlined will work out as smoothly as it seems no matter what the education services claim beforehand. It rarely does. Worth a try, but go in with tempered expectations. It's also important for her to be sure that PFC will be accepted in India since degrees and credits that have been under the NA designation have at times encountered acceptance issues internationally. This is unlikely to happen with ACE credits though.
The second and most important thing is, your originally stated intent was for her to enroll into ENEB, so BJ's information is great for doing everything except enrolling into ENEB and will sidetrack her into a much longer journey toward that when just taking one college-level course from a program like SL or even Sophia, getting an ACE transcript, and then getting enrolled into a Bachelor's program or just simply taking the ACE transcript and going to ENEB and saying "Hi ENEB, here is my college credit transcript from ACE, I'm taking courses in pursuit of my Bachelor's this way, can I be admitted?" is likely all that's needed to accomplish your original intent without getting into high school diplomas, Associate degrees and such because that's likely to create a situation where she will have to climb a hill, a small one but still a hill, when all she may need to do is walk over a small bump to reach the destination of the original intent.
Call me crazy, but the path of least resistance just makes the best sense, especially considering the challenges you just spoke about her having.
In any case, whatever she chooses I wish her luck.
