I think people should apply to FIN AID even if they don't think they qualify. See if they can get waiver for their circumstances. I know that if your income changes, you can get a waiver. I know that if you are disabled you get a waiver. All this has to been done at the school's fin aid office tho.

I live in NYS. I do NOT qualify for ANY of these programs. No one I know does except for a partial TAP award. The Excelsior scholarship is a joke. Do some research on it. News channels across the state have and only a fraction of students are eligible for the program.
Are you really a NYS resident while attending college? I sense BS.
If so...
Did you apply for FAFSA, TAP and the state full scholarships?
Do you make over 125k?
Do you go full time or part time?
Are/Did you passing all your classes?
If you are disable, did you inform FAFSA, so you remain eligible for max grant amounts for part time attendance?
Since we don't know who you know. That makes your statement uncredible.
